The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region. SPC Geoscience Division seeks to maintain a reputation for excellence as the region’s principal provider of geoscientific services within the Pacific. SPC Geoscience Division's Geoinformatics Section provides integrated demand-driven services (such as remote sensing data analysis around optical satellite data, radar, LiDAR, development of geospatial databases, web mapping, spatial information analysis, systems development and related capacity building) across the SPC work programmes, projects and countries to ensure that essential and relevant spatial data and information is generated, processed, derived analysis and management systems are operational and that the necessary support is available to underpin the delivery of the technical work programmes, and assist with SDG goals. These geospatial data services are essential to monitor and respond to natural resource use, disaster, oceans and marine, climate and infrastructure challenges within Pacific Island Countries, as it enables sound decision making within a geospatial context, which in turn has demonstrable quality of life impacts. The demand for data management technical services, especially geospatial data, is continually increasing with the need for increasingly large databases to monitor and respond to natural resource use challenges. Demand for geoinformation management services also responds to the need to ensure effective information and knowledge transfer across the region. Primarily, geoinformation management work includes development of systems and software to underpin information sharing and links across Pacific Island Countries and Territories and other key stakeholders, as well as technical advice to programmes and member countries. The section is the result of a merger between the division's ICT for Development Section and the GIS and Remote Sensing Section. Excerpt: Chapter 9, Page 247 : As a scientific institute, the Geoscience Division of SPC, especially in its Geoscience for Development section, makes extensive use of advanced ICT such as Geospatial Information Systems (GIS). It maintains an interactive mapping and spatial data repository of digital maps and GIS-related data, accessible through GeoNode, which is set up to map a range of environmental and agricultural and oceanic data, and a parallel tool, PacGeo, which stores similar data, supports interactive mapping and makes accessible existing reports and maps. Its online Environmental Vulnerability Index (EVI) enables the integration of datasets held by the SPC and the Geoscience Division to create analyses of impacts of one sector on another and of risks to sustainable development caused by a variety of factors including land use, fertilizers and introduced species. Some of these tools are significant sources of evidence for planning in the primary sector and the Division has received international recognition for this work.

Open Source Agile Engagement: Major developmental partners, international technical agencies and donors strongly recommend the adoption and holistic utilisation of open source technologies and solutions by developing countries for sustainable development. This is due to long-term advantages such as: full industry-standard data compliance, the open source ecosystem's community driven nature, lower total cost of ownership, strong adoption by technical agencies and academia globally, and long-term commitment in such solutions and derivative capacity building by major regional and international agencies. Geoscience Division engages proactively with the open source community by publically publishing the source code of many software engineering and systems development projects undertaken within the division. This gives the division an opportunity to contribute back to the open source community, from which a large number of systems within the division are built upon. Source code sharing ensures a development project’s longevity and survivability as external resources (such as developer time) can be engaged to provide support and expansion from the community, as and when required, in the long-term. GSD was an early adopter of open sources technologies, and has implemented cost-effective systems and services for the region dating back to late 1990's. The section has successfully adopted Agile Development Methodology, which is based on iterative and incremental development principles. Agile resolves around self-organizing teams who are able to manage their time/resources, and project's demands simultaneously to ensure rapid prototypal development of software that evolves based on feedback of the end-user. Key requirements and functionalities can be changed or adjusted as the end-users see the software progress after each iteration is delivered.
